If you receive an email or call from someone saying you just won "x" dollars in an online or international lottery, but you need to send some money to receive your winnings - Don't do it! It's a scam.
1. As far as I know, there is no such thing as an international lottery.
2. The only way to enter a lottery is to buy a ticket. This provides the money they pay out as the jackpot. If you haven't bought a ticket, you are not entered.
3. There is no lottery in existence that requires you to pay money up front. Any taxes or fees required Always are deducted from the jackpot - if you so choose - or you can just get all the money - but a lot of people "forget" to pay the IRS their share and wind up later getting in Big trouble with the IRS.
There is no such thing as an international lottery. It's a scam.
